On July 15, health center leaders from across Mississippi came together for CARE REIMAGINED, a hands-on training event designed to meet the evolving needs of Federally Qualified Health Centers, led by the MS Health Safe Net (MSHSN) team. Directors, nurses, quality staff, IT professionals, and marketing teams all gathered for a full day of learning, collaboration, and practical takeaways.

The South Central Telehealth Resource Center (SCTRC) played an important role in making the event a success by helping coordinate and deliver key training sessions focused on current challenges in digital health. 

Christina Quinlan, Founder of Christina Rose Consulting, was the morning guest speaker whose session focused on telehealth billing for FQHCs, with content tailored to the state of MS. Her session offered clarity on Medicare and Medicaid billing changes, documentation requirements, and payer-specific policies. 

Dr. Melony Stokes, Senior Director of Program Implementation for SCTRC, led a session focused on remote patient monitoring. Her session gave the audience a practical and accessible understanding of how to implement remote patient monitoring workflows effectively, from patient selection to device use and reimbursement. Post-session evaluations showed a strong increase in participants’ confidence and readiness to put these tools into practice. 

The event was hosted by Mississippi Health Safe Net, a HRSA-funded Health Center Controlled Network. Since its founding in 2011, MSHSN has helped community health centers across Mississippi become patient-centered medical homes and grow their health IT capacity. Managed through a partnership with the Community Health Center Association of Mississippi, MSHSN focuses on three core goals: enhancing the patient and provider experience, advancing interoperability, and using data to improve outcomes. 

SCTRC is proud to partner with MSHSN to provide relevant, actionable training that helps health centers across the region strengthen their digital health strategies and serve their communities more effectively.

The South Central Region Virtual Visit Billing Guides have been updated with the most recent payor changes. Below is this quarter’s most recent updates, or click on any state to go directly to that state’s guide.

This Quarter’s Highlights

The COVID-19 Public Health Emergency will officially expire May 11th, 2023, resulting in the end of several telehealth flexibilities.  Flexibilities ending include the cost share waiver for COVID-19 testing-related visits, OCR’s HIPAA compliant telehealth platform waiver, and audio only allowable telehealth services for several insurance companies.  However, for Medicare, the Consolidated Appropriations Act of 2023, has allowed numerous flexibilities to continue through December 31st, 2024, which are detailed below.

AETNA

  • Added 99418, G0316 – G0318, G3002, G3003, 96105, 97750, C7900-C7902 to the list of synchronous covered services.
  • Added C7900-C7902 to audio only covered services with modifiers 93, FR

CIGNA

  • Modifiers 93 and FQ added as allowable modifiers
  • Behavioral Health Services billing guidance and allowable codes added
  • Medical Health Services allowable codes updates
  • Updated Allowable and excluded services language

BCBS of Mississippi

  • Revised section to reflect permanent telehealth policy
  • Updated allowable telehealth code list

MEDICA

  • Updated policy end date
  • Updated allowable telehealth code list

MEDICARE

  • Updated the following based on the 2023 Consolidated Appropriations Act, which will allow the following flexibilities through December 31st, 2024:
    • Originating site restriction waiver
    • Expanded list of allowable telehealth practitioners
    • Audio only telehealth services
    • In person requirement for mental health services via telehealth
    • Extension of FQHC/RHC to serve as originating site for non-behavioral/mental telehealth services
  • Updated telehealth allowable codes for 2023

MISSISIPPI MEDICAID

  • Removed emergency declaration information

UHC Community Plan of Tennessee

  • Updated UHC telehealth allowable code list

]]> The Arkansas, Tennessee, and Mississippi Virtual Visit Billing Guides have been updated with significant telehealth policy changes!  Numerous payor policy changes occurred in the October, as the COVID-19 Federal Public Health Emergency (PHE) was renewed for another 90 days, now set to expire January 15, 2022.

CMS did make a significant change by adding a new place of service code effective January 1st, 2022, which is POS 10 “Telehealth Provided in Patient’s Home”.  CMS also renamed the original telehealth place of service (02), to “Telehealth Provided Other than in Patient’s Home”.  Medicare does not currently have a use for this code, as Medicare has not permanently waived the originating site requirement.  However, the addition of the new place of service code provides a sign that Medicare will potentially remove the originating site restriction permanently.

Arkansas Medicaid’s COVID-19 telehealth flexibilities are set to end December 31st, 2021, which includes the originating site requirement waiver.  If AR Medicaid’s flexibilities do expire, then telehealth would no longer be allowed when the patient is located at home. We will be monitoring closely for extensions.

Below are the detailed updates:

CMS

  • Effective January 1st, 2022, CMS added a new POS and renamed the original telehealth POS
    • POS 02:
      • Old Name: “Telehealth”
      • New Name: “Telehealth Provided Other than in Patient’s Home”
    • POS 10-NEW: “Telehealth Provided in Patient’s Home”
  • Medicare has not identified a need for POS 10, therefore providers should continue to utilize POS 02 until further notice.

CIGNA

  • Extended member cost share waiver for diagnostic testing and office visits/telehealth visits related to assessment and administration of diagnostic testing through January 15th, 2022
  • Directed providers to now use POS 02 for all virtual services.

MEDICA

  • Extended current telehealth flexibilities and cost share waiver for in-network telehealth visits when related to administration of a COVID-19 test through January 31st, 2021.

MEDICAID

  • Arkansas:
    • All of AR Medicaid’s COVID-19 telehealth flexibilities are set to end December 31st, 2021, including:
      • Originating Site Requirement Waiver
      • Professional Relationship Waiver
      • Parental Consultation Telehealth
      • Individual Therapy Services Telehealth
      • Applied Behavioral Analysis (ABA) Telehealth
      • Virtual Check-Ins (G2012) Telehealth
      • Behavioral Health Telehealth
    • Will continue to monitor to see if certain flexibilities will be extended, particularly the originating site requirement waiver, which allows telehealth to be provided when the patient is at home.
